The regs remain the same as the previous year until/unless changed. In your list, all are last years regs moving into this year. The fluke and sea bass regs for 2017 have not been set yet so we go by last years regs until they are set. Who know when or what that will be. Let's just hope they give us a decent season and not the BS they are trying to ram down our throat. :P
If I remember correctly, typically the new regs are finalized in May.
