You need to keep the plug moving, jumping about in the water.

Here is a video, watch the action they are putting on the plug with the rod.

The video shows it all!  Pencil poppers work really well, but definitely take some practice.  The serious surf guys who fish them usually have a specific rod for working the pencils...10 feet or so medium power fast to extra fast action.  I have a Gibbs Pencil I carry in my surf bag and work it OK with what I have.  You really need to just keep the rod almost straight in the air and give the plug the look of a distressed fish dying on the surface of the water.  Try them where you can see the action you are getting before you throw it way out of your sight.  Don't give up on them, they do produce fish!!

I don't think a faster action would be the key here.  Just about any rod will work it is getting the right touch to allow the rod tip to just allow the PP to travel only about 18 inches at a time.  But you have to keep the action going and the darting from side to side action will start.  If you don't see this action you will have to tweek the lure by slightly bending the eye on the lure itself.
