Heads were removed because they didnt know if they needed a permit to land that blue fin.  This is posted on a few boards. Seems to be legit t^

If the fish was just landed and it is up in the air, well have you caught a tuna before the things are like vibrators, they flop like crazy for quite a while.  I think it is lagit... slt

It was chasing bait close to the beach and got straded.  The angler ran out and gaffed it and wrestled it to the beach.  There is some discussion about needing the federal permit in state waters.

I have seen that before...didn't see what they were chasing, but it was fall and I thought it was mullet!  Couple big ones got hung up on the sandbar and stuck in a trough.  Guys running out and grabbing them by hand and right to the trucks.  A lot thought they needed permits too so they got out of there.
