I have not been up there since early spring.  But I would assume it should be good right now, as far as when, pre sunup on any of the piers you can get to.

Everything I've seen, heard, or read has the west side of the bay being very slow.  Occasional reports from the Keyport 1 can, but that doesn't help you.  Like ped said, you probably want to try before sun up and likely your best bet from land is the Keansburg pier or the tip around Sandy Hook.

i fish the bay ALOT,almost every other day.no luck off the shore really only bluefish, couple nice bass  on my buddies boat off the lighthouse's and the rocks ,but if i were you i would start fishing ocean side till the striper run is over.
