Can we still cross over the Raritan and fish the NY side without having a NY saltwater licence as long as we follow their rules?

Great! I thought they passed the rules needing a licence already.  I heard of many people being boarded and checked last year on the NY side. Seems a little aggressive, but I guess they need to do it.
