Wow, in this case both were wrong in my opinion what ever happened to fishing etiquette?  Just because you have a boat you should realize the limitations of those on the bridge and if the boat was there first that does not give the shore angler any right to fling anything into the boat let alone hit anyone.

Ruling:  The boater has to take the angler fishing and the angler has to pay for the trip.
