Are there any relays on it ? Usually you'll have an "up" & a "down" relay maybe the down relay is kaput. :(

would the relays be in the box mounted to the transon?

This is the second time i heard of this and in both cases it was the relays TT^

Look on the back of the motor. you'll find a box with wires coming out of it.

pop out the relays and take them FIRST to an auto parts dealer and see if they have them.

They all use the same ones.  just 10$ cheaper TT^

Check the tilt adjustment.  There's an adjustment tostop the motor from tilting to much so it doesn't hit the interior of the transome.

i agree with joey g, switch the 2 relays you have and see if it will go down but not up, and you will have the answer.

if thats it then do as hotrod said and take it to an auto parts store for a 10dollar fix over a 50dollar fix at the marine store.

if its not a relay, check all connections, being loose and corrosion will do ya in, if thats not it,, can also try a test light, have a buddy hit the switch and see if youre getting juice to the relay, if not, see if juice going to switch, and so on,,,
