SUMMARY: NMFS has established an annual fee of fifteen dollars ($15.00)
for registration of anglers, spear fishers and for-hire fishing vessels
to register under the National Saltwater Angler Registry Program.
DATES: The registration fee will be required effective January 1, 2011.

SUPPLEMENTARY INFORMATION: The final rule implementing the National
Saltwater Angler Registry Program, 50 CFR part 600, subpart P, was published in the Federal Register on December 30, 2008. The final rule states that persons registering with NMFS must pay an annual fee effective January 1, 2011, and that NMFS will publish the annual schedule for such fees in the Federal Register.
NMFS has determined that the annual registration fee for anglers, spear fishers and for-hire fishing vessels will be fifteen dollars ($15.00). All persons registering on or after January 1, 2011 will be required to pay the registration fee, unless they are exempt as indigenous people per the provisions of 50 CFR 600.1410(f).

Bob and Scott. That is correct, this is what we will be paying because NJ has no license or registry.
We can get a FREE registry but Senator Smith will not release the legislature for a senate vote. And here all along I thought these senators worked for us!!! nosmly

11. Where will the money go?
Fees collected by the National Saltwater Angler Registry will go to the Federal treasury. They will not be designated for any specific purpose. In the case of anglers who are automatically registered when they buy a state license, money paid to the state will be used for purposes determined by that state. If you have a saltwater fishing license, call your state department of natural resources for more information.

You know whats going to happen in years to come, we will need a stamp ( for different types of fish we catch for an additional charge ) on the saltwater license just like fresh water. This is just the beginning. fcp fcp fcp

what happened to the registry from last year? did it just up and disappear? is it no longer applicable? why can't that be used as a start? who do these politicians work for?
Obviously my first contact fell on deaf ears, so I stepped it up a bit in my next correspondence, directly to Bobby:
Dear Bob,
I am urging you to move for an immediate committee vote on bill S1122. The Assembly version (A823) has already passed. Your refusal to move the bill answers to an appointed bureaucracy instead of the will of the people. Who exactly do you work for? The vast majority of the 245,000 NJ residents currently enrolled in the federal registry agree. Stop pandering to your special interests and do the job you were elected for and trusted to do.
Please respond in detail explaining how you will honor my request.
Thanks in advance for your anticipated cooperation.

My Wife, my Son, My Daughter and I all sent emails and made calls to Sen Smith with no reply (go figure)
I would not have a problem paying a $15 fee if all the money wnet into the NJ Fishery Program.
am sure if certain people wanted to they could bring pressure on the Sen to move the bill, but
I guess we are not that important, nor are the millions in revenue and taxes fishing brings to the state

According to the verbiage in 600.1410 Subpart P-Marine Recreational Fisheries of the United States under the Registry process 600.1410 section, number (d), starting on page 79,718 it states: "NMFS will issue a registration number and certificate to registrants. A registration number and certificate will be valid for one year from the date on which it was issued."

Due to the registration process as defined by the National Marine Fisheries Service New Jersey anglers can register on December 31, 2010 and not pay a fee associated with the Federal Angler Registry for 2011 up to December 30, 2011. I am sure many anglers will take advantage of this loophole in the registration process in the event that New Jersey does not pass legislation for a free or nominal fee registry in 2010.

Just for sh!t$ and giggles I re registered as my registration was coming due soon and it came up with no where was the mention of any payment and I am registered till 12/01/11.
Unless they send a bill with the new card we will have to see. But the print out was for 2011.

This is an email I just sent to guys on my email list who fish saltwater. Feel free to cut and paste and sent to your friends, relatives, etc.
If you plan on doing any salt water fishing in 2011 you will need to register with the feds (same as for 2010) becasue NJ does not have a license or registry for the feds to contact you for their survey. (Yeah, I know, it is stupid but it is what it is)
Anyway, when you register you are good for one year from the day you register. Beginning on January 1, 2011, you will be charged $15 for the registration fee. Therefore, if you register prior to January 1, 2011, you will not be charged a fee and can fish 'for free' until your registration expires. So, register in December, 2010 and you are good until Dec, 2011, with no fee involved!
