All the defendants’ fines will go to the Cooperative Endangered Species Conservation Fund and restitution will go to the Commonwealth of Virginia Marine Resources Commission and the State of Maryland Department of Natural Resources.

This should be the law for all of these types of things. Put the money back into the fishery somehow.

Do NOT put it into the state coffers where it will be mismanaged like most other gov't programs. Or even worse- used to fund the windbags' healthcare, vacations, pensions, personal security details, reelections, etc.
