 You can do the below listed at this sight. I get my non commercial crab license here.

Thought someone might be interested.

Purchase licenses, stamps, and/or permits.
Reprint a license you previously printed from this site.
Purchase a duplicate license you purchased at a license agent.
Register for a hunter education class or change your class enrollment.
Complete the NJ Child Support Certification without purchasing a license.
Purchase your Waterfowl Harvest Information Program (HIP) Certification.
Check Current Permit Availability
Submit permit lottery applications, modify an existing application, and check the status of a submitted lottery application.
Update your address/personal information.
