How the hell can they say how many fish were harvested by anglers 5hrug

Recreational anglers were allowed to harvest 1,090,407 fish last season, but will be limited to 977,998 in 2013. According to federal fisheries data, anglers overfished their quota last year, harvesting a total of 1,153,975 fish.
I would like a recount please...

If I didn't get my quota last year so can I add it to this year?? 5hrug

unless I took a charter or out on a part boat (and that was iffy) my fluke fishing just stunk last year as I only have the ability to fish SH bay
