i was able to clean it off the rod blank and eye guide   i was told by a rod builder to use that instead of rod glue why do i not want to use jb weld to attach a rod tip ?

Because if the tip breaks again you will never be able to get it off and will have to cut the rod.  If it's a cheap rod, then it's no big deal.

Order of perefernce
1) Hot melt gle stick, type used for arrow nocks. Most sporting good stores will have.
2) Holt melt glue stick from home depot or craft store.
3) Devcon 5 minute expoxy.

All three can be removed with heat. If fact toss a hot melt glue stick in you tackle box and you will be able to make a quick repairs on the water with a match or lighter. Should last you a life time.

If I understand you I think you are trying to secure the grommet to the rod which is a two piece. This can be done using JB Weld and will last forever. To be able to Separate the two piece after the grommet is secured I would use WD 40 on BOTH  grommet pieces.
