Well not really heavy metal but try using a AVA 27 with a sand eel look alike teaser about 16 to 18 inches above the jig.  Most of the bites are on the teaser right now.

The reason for this was told to me by a diver that watched the action of the lures from below.  The AVA digs into the sand kicking up the eels and there by allowing the teaser to be fair game for the fish such as Striped Bass that hate to work for its food.  But the blues don't care and they will go for the tail of the jig. 

Right now the tail colors to use would be green or white (sand eel colors) or a good mimic would be the sand eel look-a-like that Betty & Nicks is selling.  Talk to John and take a look on his facebook page.  Pretty cool.

As far as speed, try different speeds till you get locked into one that works.  You don't have to cast out very far either.  A lot of fish are being taken right in the wash so one trick would be to wade out a bit and cast parallel to the shore line to see if anyone is home.

Early morning and dusk are great times plus as usual evening is great for picking up a bass or two as well.

There is still mullet around but now they are out of casting range and so are some fish.  I talked to a guy last night that caught a nice sized blue and he said the fish was spitting up sand eels.  They are making the transition over folks so must you.
