Welcome Aboard Pap,

Well right now therre is not much going on but IBSP is always an easy access area with about 10 miles of open beach with parking lots all up and down the road way and each has an access path to that particular to the beach.  You do not have to have a 4 wheel or special pass to get on the beach to fish.

Plus there are access points to the bay as well for lighter fishing.

I hope this helps.

Again Welcome Aboard

Happy Catching

Holes can change daily, but I, personally, would try and stay in Monmouth County on the beaches there.  I think your chance of catching fluke is better up north.  However, with summer and swimmers, if SH is off limits, I agree with PED579, Island Beach State Park is a good option.  Lots of area to fish and you can cover a lot of ground dragging bait or bucktailing.

Good Luck!

May not be be "on the beach" but give the Manasquan Inlet a shot.

Lots of fluke taken from the Pt. Pleasant side anywhere from the rock jetty west along the wall all the way to the Fisherman's Monument.
