Not 100% sure exactly what you mean, but..
Once you get on the island, if you make a left at the light, and take that all the way down till you can't go anymore, there will be the Barnegat Lighthouse, with a parking lot on the right of the lighthouse, along with parking everywhere else. You can walk the path they have set up, fish over the rail, or walk further down and fish off the rocks. that is prime fishing grounds, as alot of Tog are pulled off of the rocks at the base of the lighthouse. Public restroom are in the main parking lot for the lighthouse, along with a tackle shop right there as well.
You'll be fishing the Barnegat inlet mainly (depending on how far you walk down), and if you look across, you'll see the end of IBSP. If public restrooms are a must, stay close to the lighthouse, as there are no more restrooms the further you walk down.

If you make a right on the island, I'm sure there are parking spots along the streets on the beach side, but public restrooms are far and few between. It's more of a residency rather then fishing grounds. Best bet seems to be to go fish the lighthouse.
