For those of us who don't want to sift through the 27 pages of technical stuff, here is a shortened version of the questionnaire. This is only for the state of New Jersey(although Pennsylvania can use this as well being it is not a coastal state.)

All answers will be entered by either pressing a specified number on your phone, or by speaking it.



Q1 How many people in this household go fishing?
answer should be anywhere from 0-20

Q2 Have I reached you in {restore name from sample} county / parish / island / municipality?
answer should be Yes, No, Don't Know, Refused.

Q3 Is this your permanent residence?
answer should be Yes, No, Refused.

Q4
How many people in total, including yourself, live in your household? Please include
those people who fish and those who don't fish.
answer should be anywhere from 1-20

(If response to Q1 is zero, then go to Q7 - GENDER.
Otherwise continue.)

Q5
How many people in your household, including children and adults, have been
recreational saltwater fishing in the last 12 months anywhere in the US (including Hawaii
and the mainland) or in a US territory?
answer should be 1-20, 0, Don't Know, Refused.

Q6
Thinking just about the past 2 months, how many of the people living in your household,
including children and adults, have been recreational saltwater fishing in the last 2
months in the US or a US territory?
answer should be 1-20, 0, Don't Know, Refused.

Q7 INTERVIEWER: Record gender of respondent (based on voice - not asked)
answer should be male, female.

Q8a I'd like to ask each person who has been recreational saltwater fishing in the last 2
months a few questions about their fishing trip(s). To simplify the interview, would you
tell me the first names of the people in your household who have been saltwater fishing in
the past 2 months?
answer should be names(maximum is 20), Don't Know/Refused. If you select Don't Know/Refused, you can then select whether
or not it is a mother, father, oldest child, youngest child etc.


Q8b Are you [one of the people {the person, if one angler}] in your household who has been
saltwater fishing in the last 2 months?
answer should be yes, no, nobody is available, refused.(Note, if "Nobody is available is selected, they will schedule a callback.)

Q9 {Ask of first eligible respondent if more than one eligible fishermen in the
household} First, did all of the fisherman in your household take all of their
fishing trips together over the last 2 months?
answer should be Yes, No, Don't Know, Refused.

Q10 On how many days in the past two months, between {restore TODAY- days in
wave} AND {restore TODAY-1}, did you (s/he) go recreational saltwater fishing
in {restore state} or in a boat launched from {restore state}?
answer should be the number of trips, Don't Know, Refused.

Q11 On how many days in the past two months, between {restore TODAY- days in
wave} and {restore TODAY-1}, did you (s/he) go saltwater fishing in any coastal
state or territory of the US other than {restore state} or from a boat launched from
another coastal state or territory of the US?
answer should be the number of trips, Don't Know, Refused.

Q12 [Ask for 1st trip] When did you (s/he) last go saltwater fishing? I have a calendar
with me in case we need to look up some of the specific dates.
answer should be the date, Refused

Q12a [If respondent can’t remember the date in Q3, ask] Was that a weekday or
weekend?
answer should be weekday, weekend, Refused.

Q13 On that day, did you ( he/she) fish from a boat?
answer should be yes, no, Don't Know, Refused.

Q14 [Ask if Q4 =1] Was that from a...
selections will be Party or head boat, Charter boat, Private boat, Rental boat, Boat-don’t know what type

Q14a [If party/head boat, ask:] Are you the captain or mate of a party or head boat?
[If charter boat, ask:] Are you the captain or member of the crew of a charter boat?
answer should be yes, no, Don't Know, Refused.

Q15 [If state of residence isn't HI] On that day, did you (he/she) {also} fish from the
shore?
[If state of residence=HI] On that day, did you (he/she) {also} fish from the
shoreline or reef?
answer should be yes, no, don't know, refused.


Q16 [Ask if Q6=1] Was that from...
selections will be the beach or bank, pier, dock, jetty or breakwater, bridge or causeway, other manmade structure, don't know, refused.


Q17 {If state of fishing isn't HI}
Now I'd like to ask you a series of questions about the {restore mode} trip you (s/he) took
on that day.

Q17a [For boat trips, use:] Did the boat return to {restore state or territory}?
[For shore trips, use:] Were you fishing in {restore state or territory}?
answer should be yes, no, don't know, refused.


Q17b [For boat trips, use:] To what coastal state or US territory did the boat return?
[For shore trips, use:] In what state or U.S. territory were you fishing?
answer should be the correct coastal state


Q18 [For boat trips, use:] To what coastal county/parish/island/municipality did the
boat return?
[For shore trips, use:] In what coastal county/parish/island/municipality were you
fishing?
answer should be what coastal county/parish/island/municipality, don't know, refused.


{Q9a is only asked, if the respondent did not know the county of the trip - probe for a city
or town}
Q18a Do you know the name of the city or town that you (he/she) returned to?
answer should be the name of the city or town, don't know, refused.


Q19a
[For boat trips only:] Does the public have access to the place from which the boat
left, or is it private access?
answer should be public has access, private access, military, private property unlocked marina, don't know, refused.

Q19b [For shore trips only:] Does the public have access to the place where you were
fishing, or is it private access only?
answer should be public has access, private access only (the public does not have access), Military,
don't know, refused


Q19c [If Q10a = 1] Was it a launch ramp, boat slip, dock or mooring, private property
unlocked marina or something else?
answer should be launch ramp, boat slip, dock or mooring, private property unlocked marine,something else, don't know, refused.


Q19d [If Q10a = 2] Was it from a personal residence or dock, a private locked-gate
marina, a private property unlocked marina, or something else?
answer should be personal residence or dock, a private locked-gate
marina, a private property unlocked marina, or something else, don't know, refused.


Q20 [For boat modes use:] To the closest hour, at what time did the boat return?
[For shore modes use:] To the closest hour, what time did you stop fishing?
answer should be the hour, don't know, refused.

Q21 Was most of your fishing effort that day in the ocean, a sound, a river, a bay or an
inlet?
answer should be ocean/gulf, sound, river, bay, inlet, other, don't know, refused.

Q22 [{Ask if state of return is not CA or WA or OR and Q12=river] Was that in the
lower part of the river which is brackish?
answer should be yes, no, both, don't know, refused.

Please note, that you can suspend the call at anytime to resume it at a later date. There are a lot more questions then this, but we won't be asked this due to us
a) not having a saltwater license
b) not being in Hawaii.

I didn't read every single Question!
But the one's I did , didn't have anything to do with the state of the fisheries ie. what species, how many ,where
I thought the registry was created to get better statistical data so that the fisheries would be more accurately evaluated.
Seem's to me their more interested in where I buy my sandwiches in the morning, and how many in my party are more likely to put mustard on their sandwich instead of mayo !
Really what does it matter, where or if I do launch my boat ?
This is another let down.were never gonna get there like this


Say you have 4 people (average household) all are registered , so all will get questionnaire's- RIGHT
After it's all said and done NOAA will record ,What 16 people per household ?

No wonder they come up with crazy numbers

They get into the more technical stuff in Hawaii. Asking what fish fish you caught, how many, etc. They will also have a dockside angler interceptor.

So. As a resident of New Jersey, if I get a New York Salt Water License then I don't need to register with NOAA ?
I will need to get license for NY for when I am a guest on family members private boat fishing off Rockaway, Jamaica Bay, Etc.
What is the harm if I register with NOAA anyway as well ?

This is taken straight from the article on the NOAA page.

Who Needs to Register:

Recreational saltwater fishermen will need to register if they:

    * Hold a license from one of 10 coastal states or territories which do not currently have comprehensive saltwater angler license or registration requirements—Hawaii, Maine, Maryland, Massachusetts, New Jersey, New Hampshire, Puerto Rico, Rhode Island, Virginia, and the U.S. Virgin Islands.
    * Fish for or are likely to catch anadromous species in tidal and salt waters; these are fish like river herring, shad, smelt and striped bass that live in the oceans but spawn in fresh water, OR
    * Fish in the federal waters more than three miles from the ocean shore or from the mouths of rivers or bays

Who Doesn’t Need to Register

Some anglers don’t have to register if they:

    * Hold a license from one of 15 coastal states with comprehensive licensing or registration — Alabama, Alaska, California, Connecticut, Delaware, Florida, Georgia, Louisiana, Mississippi, New York, North Carolina, Oregon, South Carolina, Texas, Washington;
    * Are not required under state law in one of these 15 states to hold a fishing license as is sometimes the case with seniors or active-duty military;
    * Are under age 16;
    * Pay to fish on licensed charter, party or guide boats;
    * Hold a Highly Migratory Species Angling permit or subsistence fishing permit;
    * Fish commercially under a valid license.


If you're still confused, or a little unsure, go here and click on "Do I Need To Register?" Answer the few questions, and it'll give you an answer on whether or not you have to register.

You will get to a question that will ask you this:


Will you be fishing under the authority of one of the following licenses, registrations or permits?


And your answer should be this:

A saltwater recreational fishing license or registration issued by one of the following states/territories: Alabama, Alaska, American Samoa, California, Commonwealth of the Northern Mariana Islands, Connecticut, Delaware, Florida, Georgia, Guam, Louisiana, Mississippi, New York, North Carolina, Oregon, South Carolina, Texas, Washington


And this is what it will say after you selected your answer.

That state or territory currently has an agreement in place with NOAA whereby anglers who possess a license are automatically registered. You do not need to take any further action at this point. However please make sure to learn about and follow the regulations where you will be fishing. You can contact the local department of natural resources or the National Marine Fisheries Service Regional Office for more information.

It has become ridiculous that we now have to remember and think about more and more requirements and regulations just so we can  fish wherever, whenever, and just melt into the relaxation of being with nature on the water or her shores without too much thought.
