IBSP and Sandy Hook fees

I have heard IBSP and Sandy Hook charge fees to fish there, does anyone know exactly what these fees are, what they include or exclude and for what time of year it is for.  Thanks.  Just trying to get all my crap in order before I go out.

IBSP is "free" to fish. 
Driving into the park will cost ya.  They charge a park entry fee per car.  Varies by season, it's $6-$10 / day.  Or you can walk into the park for free.
Beach buggy fee is $50 for a 3 day pass or $195 for an annual pass.

Sandy Hook Charges a "Parking" Fee Memorial Day-Labor Day 7a-4p of $10.  You can also buy a yearly pass for $50.  There is a night Fishing Permit required if you are going to fish at night(anytime the Park is closed to regular visitors) and it is $50.
