Siwash hooks

I have what I hope is a simple question.
I need to pick up siwash hooks for some plugs I made and to replace on others.
I know they sell open eye and closed eye siwash hooks, but I'm only seeing the open eye variety in retail locations.
What's the deal with the open eye?  Do I have to clamp it closed after fitting it on the lure?  I can't see how it wouldn't fall off otherwise.

As Bob said, put the hook on the plug and close the gap with plyers.  t^
