New fisherman looking for Advice on Fluking

Hey everyone,
             I want to head into Saltwater fishing and want to know a few things if you guys can help me out.

A)A rod/reel combo good for Fluke fishing(still adaptable to other fishing)
B)What type of tackle and bait I can use (Live,Frozen,or Fake)
C)casting methods, ideology for catching these bottom dwellers.

It's alot to ask but I figured I should ask all at once. Hopefully I will be fishing the Manasquan inlet, on the Mansquan side this weekend, Friday if I find out what I need. Thanks for all the help- Kyle

So, will you be fishing from the sea wall or from a boat?
