Research Set Aside=More Flukin' Opportunity, or just another SNAFU?

I've been reading conflicting info. Is this real? If so, has anyone from NJ had any success with it? Perhaps someone in the know can enlighten me. It sounds like pay-to-play to me, but I guess that's what it's all about these days.

yeah pretty much pay to ply...or shall i say "bid" to pay....a couple party boats put out the $ but never got the rsa permits

so If I understand you correctly, they paid the money, but never got the goods they paid for?

How is that legal?

Sounds like they shoulda put it on a credit card--- at least when the goods weren't delivered they could dispute....

way i understood it....they were put into a pool and selected....never was a guarantee. had to ante up just to get into the selection pool

Rsa permits were never an issue. Nj landing permits were and are an issue. Two very differnt things. All the money raised by the sale  of set aside quota goes to research of the fishery. About the only thing that has changed in the last few years is that charter / party sector is now bidding rather than 100percent commercal guys.
