It's worded as "non-exempt anglers who registered in 2010 and are still required to do so have one year from their initial registration date to renew."
Can anyone confirm if my understanding is correct? If I registered on 1/1/10 it works against me? As I understand it, if I had bought the NY license (which I did) and not registered with NOAA, then initially NOAA- registered on 12/31/10 (free), I would not need to reregister until 12/31/11. That would be free SWF for '11. But no, I was proactive and now since I need to reregister for '11 it is not my initial registration so I will have to pay.
Once again I am penalized because I did the right thing. Just like uninsured motorist insurance. Pay more because you obey the law to compensate for those that don't.
Of course I'm probably reading it wrong or reading too much into it. Clear as mud.
