Frank C Asked.

 I registered in 2010 in the National Saltwater Angler Registry.   I read now that as a NJ resident, I will not have to pay a fee of $15.00 to register.  I also read that as a resident of NJ, I do not have to register for 2011 however, unless I am reading incorrectly, if I plan on fishing outside of 3 miles (in Federal water) I do have to register to fish.  I read that only anglers fishing inside of 3 miles do not have to register.   If I read this correctly, I will have to pay a fee of $15.00. 
Could you please clearify.  Thank You.
p.s. I am NOT a fishing captin or a commercial fisherman.

I just paid for my saltwater fishing license yesterday morning Feb 22, 2011 and I was unaware of any changes that the governor was going to make. Now that he has lifted the fee for saltwater fishing, can I expect a refund for my recent submittal?

Until such time as NJ actually implements its own registry (which the bill that was just signed by the governor was step number 1) you must be registered through the federal registry or hold a saltwater fishing license from another state that has one (NY, DE, etc)

Being inside 3 miles has nothing to do with it.

Got to www.countmyfish.noaa.gov to see who needs to be registered. remember, NJ has only just begun the process, there is not currently a NJ registry, just a bill passed ordering the DEP to make one.

Do you mean you just registered with the federal government in the federal angler registry?

If so, then no you should not expect any refund.

The bill just passed in NJ has nothing to do with the federal government collecting money from you now. The bill that was passed is so NJ can create a free registry. No free registry yet exists, just the law directing DEP to create one. The federal government registry, or another states saltwater license, covers you for fishing in saltwater. Once NJ gets its registry up and running, that will replace getting the federal registry. Each time you register with the feds (each year) it will cost 15 bucks. Once NJ gets its program running it will be free.

However, between now and then, assuming you got the federal registry (again, there is no NJ saltwater license) don't expect the federal government to give you money back just because the state will eventually have a free registry.

No. And even once it is in place it still must be approved by NOAA as a viable substitute for the federal registry.

DEP has already made a public commitment to expedite this process and on a side note DEP Commissioner Martin has pledged to not take money for operating the registry from existing Div. of F&W programs.

That's about as much info as I can give you.

Governor lays out priorities in budget address. Among those departments facing a decrease, the Department of Health and Senior Services stands to see a decrease of nearly 15 percent. The Department of Environmental Protection will also see a decrease of nearly 10 percent.

Sounds bad right?
But wait....

According to a release, "When state budget figures were released Tue., Feb. 22, it appeared that funding for the DEP was being cut by 9.8 percent. Due to the restructuring of the department’s debt service burden, which declined by nearly 90 percent, available funds for programs, staffing and operations actually would increase 5.3 percent, from $329.2 million to $346.9 million. No program or staffing cuts are proposed.
"In addition, $6.2 million in funding for the operations of the state’s parks and forests is being restored from the state’s general fund, assuring that all state parks will remain open.
