It is very clear that the current allocation of the quota is actually hurting the stock and fisherman.
It is hurting the stock as the larger fish, are predominately female breeders for most species, including Fluke and Striped Bass.
It is hurting fisherman as the fishery is turning into a "Trophy Fishery" and for all practical purposes, if you do not have a boat, you are out of the game. It will get worst as the bag and size limits are set for the lower quota. The guy on the shore has little or no chance for Sea Bass so he is really hurt. Also, keeping a slot for fish in the 14" to 20" range, for example, will lower the catch and release mortality rate.
So, to me, a slot limit helps the folks from boats and surf be able to keep some fish. It also lowers mortality rate on the throwbacks. It also protects the breeding stock.
One other big reason ... it has saved many species in Florida (i.e. Snook) that have been nearly wiped out.
There were some interesting studies on the Gambler with Rutgers last Summer. They gave you a "total length" for the day. I like that as a solution as well.
