Catch shares hits the Gulf of Mexico

This straight from NOAA:
"As of January 1, 2012, all U.S. citizens and permanent resident aliens are eligible to participate in the Gulf red snapper IFQ program."
It's here!  IFQ is another name for catch shares.  NOAA Law! the most powerful system in the world.
