Is there a way for me to register my boat for NOAA?

I'm gonna end up taking alot of family and friends over this summer, and I know it's going to be a PIA telling them they have to pay $15 to register themselves with NOAA, especially since some of them are casual fishermen at best.  Is there a way for me to register my boat that would encompass anyone I take on it?  If so, how much is it by chance?

As far as I know there is no option for a recreational vessel to register.  However, while it still might be a pain to do, the registry is free.

As Bucktail said, registration is free. BUT, you register with the State of New Jersey and NOT with NOAA. The NJ registration is all that is needed.

Andy, you can get a highly migratory species permit for tuna/sharks, that will register you with NOAA and it is for the boat, $28. So when you land a tuna or shark you can keep it.
If you fish near raritan bay then you should do the free registration for BOTH NJ and NY for anyone boarding your boat above 16 years old, it only takes a few minutes and its free!

NY exemptions

Bordering waters
 •Connecticut and Rhode Island waters: New York State registered anglers (both resident and non-resident) are able to fish in bordering waters of Connecticut or Rhode Island without having to purchase a Connecticut or Rhode Island marine fishing license.
 •New Jersey waters: New York anglers must register through New Jersey's Saltwater Recreational Registry Program before fishing.
Exemptions
 
You do not need to register if you are:
 •Fishing aboard an appropriately licensed party or charter boat in the marine and coastal district. This does not include charter boats in the Hudson River north of the Tappan Zee Bridge.
 •A New York State licensed party/charter boat owner.
 •A Connecticut or Rhode Island resident who has a marine fishing license from their respective state (more details on out-of-state anglers).


NJ exemptions

Are there any exemptions for the NJSRRP requirement?

Yes. Anyone under the age of 16 and any individual fishing only on a registered party or charter (for-hire) boat are not required to register.


Watch your regs for fluke--don't wander into NY waters with fish that are legal in NJ.
