You will not like the answer. The best spots that I net at from land are all private property. This is the sad story of the NJ Shore. No or very limited water access.
You can try any boat ramp on the Metedeconk River. There is one a few blocks down from the intersection of Mantoloking Rd. and Old Hooper.
Also, you can try Windward Beach off Princeton Ave.; the Rt. 35 bridge in Pt. Pleasant; or Shelter Cove Beach in Toms River. The Silverton area is dead (on live on Silver Bay).
There have been a lot of mullet, decent amount and size killies and no spearing to speak of. The peanuts are very scarce as well.
Things are bad on the bait front.
