Although it is a step in the right direction (better data, hopefully!) there are many ways this can be a way to gather false data.
Who will determine the validity of the data given?
Will there be those who oppose any and all fishing signing up for this registry (it won't cost them anything at this time) for the mere purpose of distorting the facts? After all, we are in a country where the dead have been known to vote in presidential elections.
How much will this 'registry' cost us after it is in effect for a year or two? The tuna permit was free when it started, not so now.
Too many ways this can be used against us as the 'best science' was used for the fluke regulations of time past.
Just some of my thoughts on this that will be sent in for public comment.
