small craft warning plus low water advisory, tides running 2 to 4 feet below normal, can someone explain this to me,expect high tides and flooding conditions during a storm?

perhaps noaa can splain a bit:

LOW PRESSURE JUST SOUTH OF LONG ISLAND EARLY THIS MORNING WILL
INTENSIFY STRONGLY AS IT MOVES NORTHWARD THROUGH EASTERN NEW
ENGLAND TODAY. THE STORM WILL THEN MOVE THROUGH EASTERN CANADA
TONIGHT AND WEDNESDAY. THE STRONG CIRCULATION AROUND THE LOW WILL
CAUSE WINDS TO INCREASE DRAMATICALLY THIS MORNING OVER THE COASTAL
WATERS AND DELAWARE BAY. WEST TO NORTHWEST WINDS WILL GUST AS HIGH
AS 50 TO 55 KNOTS AT TIMES THIS AFTERNOON AND THIS EVENING BEFORE
DIMINISHING LATER TONIGHT. SEAS WILL RESPOND TO THE INCREASING
WINDS, AND WAVE HEIGHTS ON THE OCEAN WILL BUILD TO 5 TO 9 FEET
TODAY. WAVES ON DELAWARE BAY WILL BUILD TO 2 TO 4 FEET TODAY, AND
TO AROUND 5 FEET NEAR THE MOUTH OF DELAWARE BAY.

THE STRONG OFFSHORE FLOW WILL ALSO CAUSE BLOW-OUT TIDES AROUND THE
TIMES OF LOW TIDE LATE THIS AFTERNOON, TONIGHT, AND WEDNESDAY FOR
NEW JERSEY AND DELAWARE COASTAL WATERS, AS WELL AS ON DELAWARE
BAY. THIS WILL OCCUR ESPECIALLY ALONG EAST-FACING SHORELINES.

Winds supposed to swing around to a hard NW at 25-35 with gusts up to 50. That coupled with a new moon tomorrow will produce blow out low tides.

Have seen it where the upper Navesin and Srewsbury Rivers were only about 100 ft wide it was so low with a blow out. :P

Three times last year it was so low I could not get into my slip, had to wait for several hours for tide to come back :'(

Get the clam rakes and sand worm pitch forks out  TT^

Maybe I'll head up there.
I could stand by the river, raise my fishing rod over my head and pretend I'm Charlton Heston in "The Ten Commandments"! ;D

Right Now - 9:15 Pm

NW steady 20 knts, gusts to 35 knts.

I'm a mile from Raritan bay and my wind meter is partially blocked by a tree line with NW winds!!

Its U-G-L-Y out there tonight!!!
