9-23 Jigging off Shark River

Wjile trolling up the coast, came across some markings on the sounder. Unless I'm and idiot, these are fish- am I right? Stopped and my dad and I jigged ava 27's and a large Krocodile spoon. Tried to vary the action and retrieve, came up empty. We kept marking alot from Shark river to off of spring lake, about half a mile off. We did around an hour total of jigging in between trolling with no success. Guys- tell me if this was indeed fish ( blues/ stripers?/) and why they did not hit some serious jigging. Any of you had done anything different? Thanks!

To me. I would read that as A lot of small Fish Like Sea bass around Rocks and such..
