Process of elimination
Start at the battery
Check the ground to the pump
check the primary  "    "
  "       Relay on the pump
  "       Connections to the control
  "       control
"   to see if you have power to the pump motor when you press the down button
  "       up button

I hope you have tools and a basic knowledge of electricity
Also do you know what a fusible link is? check them.

Does the Engine crank? theres a reset button on the engine wire harness where it plugs into the engine ( mounted on the intake manifold)push it in- any resistance? if so something tripped it, dead short, cooked motor, something! now the fun begins
Have an engine manual? yes-(Read it so you know what's involved, not the whole thing. Just the parts that apply)
No?- you need one now

A little word of wisdom
Don't ever wrap the fuse in foil
Or put in over sized fuses

to add to the above......

Follow the wires from your shifter to your trim pump. There should be a plug right there connecting the wires to the trim pump. You may have a dirty connection. Clean these connections plug back in and try again. Worse case scenario is the pump is bad but not likely because the pump would not just "quit" like that. Sounds like an electrical prob.
