That's the way I read it.

The comms have their season split into quarters. They fish one quarter until they hit their quota and then stop fishing for that species until the next quarter season starts. That's the way it was explained to be anyway.

They are still allowed 100 pounds of fluke by-catch on their trips.

Plus some have other states' permits and can go to sell them there instead of NJ.
