HMS Permit & Exemptions

Under the federal saltwater fishing registration regulations, all holders of a federal HMS permit were exempt from registering. Now the New Jersey has passed the free registry law, is the state of New Jersey going to have the same exemption, or am I going to have to be counted/listed twice?  :headscra:   <'((((><
I've spent most of my life fishing, the rest I've just wasted     <'((((><

I would think the holder of an HMS permit would not have to register, but you never know when it involves any government agency.  :P
