Anchor Holders?

I read a post months back on someone who made anchor holders out of PVC. They mounted to the bow rail and he had one or two for his wreck anchor and standard anchor. I have searched the forums but, still cannot find the post.

I am sure the rig is simply made with 3" or 4" PVC pipe but, I need to know how it was mounted to the rail so, not to move back and forth. I think it was stainless muffler brackets but, I am not sure.
