The comms HARD QUOTA is great.  When you have a difinitive way to count your catch, you can be assured it is more accurate than a SWAG (Scientific Wild Ass Guess) system that is in place for the recs.  I would much prefer the former.

True, the comms made their limit in 17 hours, shows the huge amount of fish that are around!  No need to peck away for days to get what you want.  One scoop instead of many needed to catch your limit.  Better to catch in one outing than have the need to do it in many.

I really don't think they will be sitting around the docks, they will be targeting other species.

As to their smaller size limit.  You are correct again in that the mesh size is a factor.  The problem is, when they do catch the smaller fish, they are not interested in them.  They go back and, as you have noted, they are DEAD.  And THAT does not count against their quota.  I wouldn't mind the comms having no minimum size limit.  BUT, have them keep all of their catch and count it against their quota.
