You can also use a ball jig or any type lead head with hair.  Put a strip of squid or fresh caught pretty much anything on the hook.  Cast out and slow retrieve, bouncing it off the bottom.  Fluke, for the most part, are am ambush fish.
They will burrow in the sand and wait for their meal to come to them.  You have to move the bait past them for them to see it and jump on it.

Irish Ayes,

You said to use a lead head with hair. Would  a Spro with fresh cut squid or a spearing work and is there a perfered color? Thanks for the help!!

That would be one type of lead head with hair, yes.  It works excellent on the boat and I would bet it would do just as good from the beach.  I prefer the glow and the white color

What I would do is use a spro jig, heavy enough to cast and put a strip bait or killie or something to that nature.  Take a long cast and real it in slow, the bait has to be moving as if you where on a boat drifting.  After every cast, just move a step or 2 left or right to cover ground.  Rule... always keep the bait moving.
Fish out of Toms River NJ.
