Stupid Question

My friend and I are having a disagreement and I'm not really sure whose right. Please help. He has a canoe and is telling me that he does not need to get a safe boating certificate since the caft is paddled and doesn't have an engine. I have mine, and believe that as of June 2009 he needs to have one too.

Not a stupid question.

The requirement for the safety card pertains to all Power Boaters and Sail Boaters in NJ waters.

You do not need a certificate for a canoe or row boat.  Your friend is correct. t^

as I understood it, the cert is required to operate a mechanically powered vessel only (meaning it has a motor)
 
sail, paddle, pedal, row, kick, etc.- no cert needed.

if it needs to be registered with the State, you need the cert.
