If you are duly licensed in your home state (if you live in NJ that means if you have registered with the NOAA saltwater Angler Registry) and are fishing NJ/NY boundary waters (like Raritan Bay) then NY has reciprocity with NJ.So the way I read it, you don't need the NY license. But you need to register with NOAA (which is free this year.)Be advised I am not a lawyer nor do I play one on TV. Your actual mileage may vary.
Are there any reciprocal license agreements with other states where marine waters form boundaries with other states?Yes, in certain waters, if a state grants New York recreational marine fishing license holders fishing privileges in that state's portion of the boundary water(s), then New York grants appropriately licensed anglers from that state the privilege to fish in the New York portion of the boundary water(s) without securing a New York recreational marine fishing license: * Connecticut: those parts of Long Island Sound lying between New York and Connecticut * New Jersey: those parts of New York Harbor, Hudson River, Kill Van Kull, Arthur Kill, Raritan Bay, and Atlantic Ocean lying between New Jersey and New York, and * Rhode Island: those parts of Long Island Sound, Block Island Sound and the Atlantic Ocean lying between Rhode Island and New York.
I think WB is referring to this part of the NY State Licensing FAQ's:
NY and NJ do not reciprocate for freshwater licenses either.

OK, I was not thinking about shared lakes. I was speaking about the entire state. For example, my NJ license is not valid for me to fish on Lake George.
