probably not.. Most bait shops have contracts with distributors.. BUT.. I am sure he can sell them at a marina through word of mouth.  The average price for a quart of Killies is $10.00, and usually small in size.

Just watch with today's way of things, that's technically illegal as you need a commercial license to sell and then there are taxes too.

On the down-low would be better as you figure a kid making a few extra bucks ain't a bad thing at all, but never know what can come back to bite ya.

i have to agree with this. I would probably stay away from selling to bait shops.

I think it's a lot safer to just sell in marinas. Have him go early morning, look for boats that are being loaded up for fishing. Have him speak to the fishermen to see if they want some bait. I am sure most fisherman wouldn't mind tossing a few bucks to a kid for some bait. We have all been 13 before, and we all know how hard it is to make a buck being 13.

I think they busted some kids that were selling mullet last year around IBSP.  Pretty sure their parents had to pay fines, not sure about the B&T shops though. fcp
