I still maintain a hungry doormat isn't going to pass up a meal right in front of his face even if its small.The most important thing to consider when targeting these large fish is actually locating them.
Just want to ask about bait size for fluke. I was always told big bait for big fluke but what if they are feeding on shrimp or spearing they are not big. I downsized my buck-tails a little this year and went to a white and brown color closer to shrimp and the did very well with the bigger fish (18" +)Just curious.

When they want your "bait", they want you to present it big. When they're not in the mood, it just doesn't matter
