A friend of mine from work said he went on a Charter boat last weekend and killed the seabass, but he also claims that the captain kept small Seabass and 7 Fluke out of season. My friend was happy with the meat, but I wasn't happy how he got it.

I feel that rules are the rules whether I agree with the regs or not. If I were going on a trip out of state I would personally make myself aware of any and all regs that I would be subject to...I would rather see healthy fish stocks than an illegal fish in my cooler.Just my .02

He didn't know there were any reg regarding Fluke, since he isn't a fisherman. When he told me the story, I told him, "do you know why he fillets the fluke and hid it", he said no.. I told him its because they are out of season. He fishes once every 3 years, don't know the regs and in my opinion, he isn't required to know them if he is chartering a boat. Now, if he was a private boat owner, like us, he would have to make it his business to know the regs.
[by using your logic I guess one can drive a car without knowing the traffic laws and claim ignorance when they get pulled over for violating a law.
