I posted that a while ago as it happened in Hawaii a few months ago. The guy was arrested finally. But it is a shame that in the state of Hawaii the jurisdictions still to this day have a problem figuring out who is going to handle the mess.
It is the talk of some boards in Hawaii as how ridiculous this really is. And what will it take to finally bring this to a head, a death maybe???
Not a good situation out there. DLNR, seems to be the real problem as they are so understaffed and under qualified to handle such problems. In fact they had a patrol boat right in that harbor but because it was after certain hours there was on one on duty to man it. DUH!!!
