gulp salt/fresh

when the gulp packages say freshwater on them does that mean the scent is usless in salt water/

Most likely the scent will not be as effective as it would be in the environment of its intended target, but that does not mean it will not work at all.  It depends on what your target is.  If the bait looks like a bait that your target typically eats, is in the right environment, and is worked to react and move as the real thing, and the bite is aggressive, the scent will not have that much effect at all.
The cure for everything is salt water: sweat, tears, and the sea.
