Isnt NC and VA where all of the illegal fishing (outside of the 3 mile line) is happening in the winter months? I heard that the problem is so bad, that the breeding stock is being affected. Any thoughts?

Yes.  I've heard there are a lot of big fish are caught outside the line down there.  And it's definitely a problem.  Of course, that's not to say that was the case here.
