Pennsy Guys Fishing NJ Saltwater License?

going to be taking my uncle out fishing on my boat in sandy hook/raritan bay this upcoming sunday.  I'm registered with the state for my salt license.  He however lives in pennsy.  What does he need to do in order to legally fish with me?

Depending on where you are going in the bay you may need a NY registrationa as well.
