Beach set ups

I'm just getting into surf fishing. I currently have an 10'Okuma Elite rod and reel combo. I bought it on the spur of the moment to cast lures last spring. It's a cheap set up but I think the rod will do what I need but the reel won't last.

I'm thinking I need at least three set ups.

I'll need a rod and reel for casting bait. I'll might be fishing anywhere from Belmar down to Cape May Point so casting 8 plus bait will probably be needed.

My current rod will work for now but I need a better reel for casting lures.

In the summer I'll will definitely be fishing Cape May, North Wildwood and IBSP and I won't a rod and reel for casting lures mostly for bluefish and whatever else might hit a lure around the jetties.

I must say I'm on a budget. $150 would probably top out my reel price. I would consider used reels to save money. I don't see myself spending a lot on rods. If an Ugly Stix will get the job done I'd use it.

Any suggestions?

For the money value you can't beat Tica rods and Penn Battle or Slammer if you can get the Slammer.  That should put you right in your comfort range.

I'm a rookie compared to most people who post on here but here's my input.
 I have a Tsunami Five Star surf rod.  I went with the 9' which is good enough to throw a chunk of clam out there and light enough to cast for hours.  They are fairly cheap compared to others but get the job done. 
For a reel I have a Penn Sargus.

Before this setup I was using a Walm-Mart special so this is amazing compared to that.

I ended up picking up a new Battle 5000($84) for plugs and used 750ssm($66) and a used 12'Ugly Stix($40 from a buddy) for bait. It's a start and hopefully get me through the fall run until I can get can save some cash to get better rods for the spring. Thanks for all the suggestions!
