I don't argue the point, but I really need to question why?  A 2 fish limit can't be killing the population off could it?  Could it be environmental?  Change in temps?  Change in salinity?  I admit I saw tons and tons of bunker this season with nothing on them.  Probably the calmest I've ever seen pods of bunker in wide open spaces where bass or blues would normally be massacring them.  I'd even go so far as to say there's a noticeable decrees in blues as well. 
The cure for everything is salt water: sweat, tears, and the sea.

I have heard from more than one person that there were A LOT of striped bass way past the 3 mile limit (they were not targeting them so don't anybody get their panties in a bunch  ;D). Perhaps that is where the bait they wanted was hanging out?  5hrug

Have heard the same.  Deeper cooler water?
