Comment period opened on boat markings

NOAA has opened a period of public comment on the ID markings boats and equipment must display if they're engaged in Atlantic highly migratory species fishing. If you've got any suggestions, you've got until March to send them in. See http://www.examiner.com/article/comments-sought-on-atlantic-fishing-boat-marking-requirements
