The endorsement is cheap, so you might as well have it to go along with the safety certificate.   
I used to fish in Fresh water, so I got it years and years ago and just keep renewing it every year...

Then you would be wasting your money every year.

I took a course back in the early 90s, and recieved a card from the state that expired the day I got my drivers licence. The course was all saltwater based. I lost the card before I got my license, and forgot about it. Does anybody have any idea what that could have been?

That card was most likely the Safety Certificate, which is now required.  At one time, it was only required until age 16, so they had expiration dates on it - usually your 16th birthday.  Mine has that on it, in fact, since I got it when I was pretty young.  Now that the certificate is required, the expirations don't mean anything.

Call the State Police Marine Division and they can help you get a replacement card or at least tell you if you're still in the system, which you probably are.

If $4 a year for the endorsement on your license constitutes waste, then you are far more thrifty that you need to be.   ;)

No, it is $4 per year, not $1.   The endorsement is $16 to your license, which is valid for four years.   

We definately share the same mindset on this matter.

I have had mine for years only because I still have my Jon boat in the rafters of the garage and ya never know if I will do some FW fishing aagain.

Even at $4.00 per year... just like buying 1 beer at a bar, per year...  I even have my motorcycle licence endorsement that I don't use either.. WHY? you might ask....  BECAUSE ya never know when there will be a need for it... EXPECT the UNEXPECTED..  bngh
