It sure does sound like it violates Public Access. Look at Toms River...you can't fish or crab anywhere along the River or Bay any longer

As for trying to fight it, the Town can write any Ordinance and enforce it. You would either have to be willing to take a ticket or get arrested, get an attorney, fight it, lose it, appeal it and hope the State sees your point. Might be worth it...probably not. You could sue the individual town too, but again, lots of costs involved!
