I would have declared the fish to be out of season and tossed him back. J/K. I understand the 'reason' they were able to keep fluke is because 3% of the quota goes toward research and that is how they got this to be 'legal'.

Maybe we can petition them for the October 25th Gathering...maybe there will be a percentage left for NJSWF to keep a few ??
